He needs to affirm the Creeds, Councils and Cathechisms in the original. He does not do this. This is a canonical issue. With Vatican Council II rational we can affirm the Council and Tradition. But the bishop, with Vatican Council II irrational cannot affirm both. A bishop who cannot affirm de fide teachings in Tradition which are not contradicted by Vatican Council II, cannot hold his office.
